How do pandemics affect for-profit and not-for-profit organizations differently? To address this question, we analyze optimal lockdowns in a two-sector continuous-time individual-based mean-field epidemiological model. We uncover a unique solution that depends on network structure, lockdown effectiveness, and the planner's tolerable infection incidence. Using unique data on nursing home networks in the United States, we calibrate the model and jointly quantify state-level lockdown effectiveness and preference for enforcing stringent containment strategies during the COVID-19 pandemic. We also empirically validate simulation results derived from the theoretical analyses. We find that for-profit nursing homes experience higher COVID-19 death rates than not-for-profit nursing homes. In addition, this differential health effect increases with lockdown effectiveness.

This first-hand account by a healthcare worker details the devastation caused by the virus once introduced into a home for the most vulnerable. What began with a few residents testing positive in the hospital quickly progressed to others in the facility developing symptoms with dozens dying and many others left with long-term health effects. There were many opportunities for management to intervene and minimize the spread. Instead, the virus was allowed to spread unchecked among residents and staff. Almost as disturbing as the illness itself is the skill with which management was able to convince the majority of the staff and public that their response was exemplary given the circumstances. The decisions made behind closed doors rarely put the wellbeing of the residents first. Lack of accountability has been a longstanding problem in for-profit nursing homes. While the residents suffer and families are left in the dark, the nursing home industry is lobbying for less liability and less regulation. The employees of this industry are overworked, understaffed and forced to choose between providing patient care, protecting themselves and defending the actions of their corporations. Without more oversight, these companies will continue to get rich by taking advantage of those who are uninformed or left with no other options.

This paper discusses the design of excess profits taxes (EPTs) that gained renewed interest following the COVID-19 outbreak and the recent surge in energy prices. EPTs can be designed as an efficient tax only falling on economic rent, like an allowance for corporate capital, and drawing some parallels with current proposals for reforming multinationals’ taxation. EPTs can be permanent or temporary as an add-on to the corporate income tax to support revenue during an adverse shock episode. The latter reflects experiences with EPTs during and after the World Wars. Different from that era, though, profit shifting is now a challenge. Estimation using firm-level data suggest that, at present, locations of excess profit across countries are consistent with profit shifting practices by multinationals. Destination-based EPTs can address this concern. Estimates suggest that a 10 percent EPT on the globally consolidated accounts of multinationals (on top of the current corporate income tax), with the EPT base being allocated using sales, raises global revenue by 16 percent of corporate income tax revenues. The analysis suggests that international coordination would be desirable to mitigate the risks of profit shifting and tax competition. Eventually, EPTs could mark an evolution of corporate taxation toward a non-distortionary rent tax.
